Implementation of a SEIS for Air Quality Data in Italy


The main goal of this pilot was to build, using the eENVplus services and infrastructure, a system that starting from the Regional nodes, collects in the National node the regional validation reports and GML files and creating a National Repository, where datasets and metadata are aggregated into national dataset according to the schema established by the EEA (ref. extended INSPIRE AM data theme corresponding to AQD schema).

To expose the service used to upload Regional data in shapefile and excel format, check topology, schema validation, semantic harmonisation and at the end produce a GML AQD compliant file, a webform is created, this is available at http://eenvplus.sinergis.it/ep02-ws-nuovo/login.php.

The generated files pass through another processing service, based again on the python procedures developed by ISPRA, using the validation service to validate topologically and semantically the final dataset that, if it has positive result, it is stored in a national database and a message using the user interface to advise the result is sent using the notification service.

In the pilot, as new add value not planned at the beginning, has been decided during the implementation and integration phase to test the SOS Reporting service developed for a AQD annex E1E1a in the EP01 using the Reporting service developed in the infrastructure. To do that an extra effort has been required especially to involve as end user regional nodes that have the measure and monitoring dataset.

Moreover to allow the end user to interact with the different service a set of webforms have been developed and installed on the project infrastructure and in the ISPRA SDI.

After that to test and produce a SOS service on dataflow E1a the regional Environmental Agencies have been involved and a test to produce reporting service has been realised with same sample data, the service is available in the eENVplus infrastructure at url http://eenvplus.sinergis.it/52n-sos-webapp/.
The pilot use cases have been performed with a regional subset of dataflow A, B, E1a.

To demonstrate the entire pilot and UC work-process a video showing the use of web-forms and the services that performed in backend will be developed in the last part of project after that all the integrations of the services and processes are tested and tuned as well.
